The PocketGL toolkit is the creation of 
Pierre Leroy
and can be downloaded from the PocketGear website

It is a 3D toolkit for PocketPC and consists of eVC source code containing numerous functions which generate & manipulate a 3D display using GAPI.

          

While not being identical to the popular OpenGL system for PC there are enough similarities to allow many OpenGL tutorials to be used to assist in learning 3D and version 1.1 contains GL Quad & GL triangle functions to make this even easier.
